This is typically called a "sunshine hours map" and the darker the colour the more sunshine hours you have in your area. The areas that have more sunlight will get a better performance from there solar panels but it doesnt mean that the solar panels are not working. Solar panels still work on a cloudy day. It is worth mentioning that solar photovoltaic panels actually work better in cooler tempuraters, so perfect for the UK!
